About Us

History of Program

For more than 60 years, the Harford County Electrical Contractors Association (HCECA) has been committed to strengthening the electrical industry through education, training, and workforce development. Founded by a group of forward-thinking electrical contractors, the association was built on a shared belief in the importance of a highly skilled and well-trained workforce.

In 1977, that vision led to the creation of the HCECA Electrical Apprenticeship Program. Through a longstanding partnership with Harford Community College, the program has grown into one of the largest and most respected electrical apprenticeship programs in the state of Maryland. Today, employers throughout the region recognize the program for its strong curriculum, hands-on training, and commitment to preparing apprentices for successful careers in the electrical trade.

The HCECA Electrical Apprenticeship Program is a four-year program approved and certified by the Maryland Apprenticeship and Training Council (Registry #919) and the United States Department of Labor.

Provide accessible and innovative training in understanding electrical codes, principles, fundamentals and theory pertaining to the installation and maintaining of electrical systems at the journeyperson level.

Instructors

HCECA’s instructors bring a wide range of real-world experience from across the electrical industry, including electrical engineers, master electricians, electrical inspectors, utility technicians, and industrial, commercial, and residential electrical contractors. This diverse expertise helps provide apprentices with a well-rounded, high-quality education through a comprehensive curriculum approved by the Maryland Department of Labor.
